– The Association for Development and Advancement of the Democracy Award (“Verein zur Entwicklung und Förderung des Global Democracy Award”).

The Association for Development and Advancement of the Democracy Award is an Austria-based non-partisan organization that is interested in promoting the idea and concept of the Global Democracy Award. Crucial for this will be the annually published scores of the Democracy Ranking of the Quality of Democracy.

Based on the private initiative of Mr. Sandor Hasenöhrl and Mrs. Christa Pölzlbauer, both former Hungarian nationals and now residing in Austria, a group of Austrian and Hungarian political scientists developed (at the beginning of 2000) a feasibility study for an assessment of progress in the development of democracy in about a hundred countries that are classified, according to the Freedom House index, as “free” or “partly” free.
Within a short time the idea, to carry out such a project, received recognition and support from renowned personalities of politics and academia in Austria and Hungary.
Initiated by the former Swiss ambassador to Hungary, Mr. Rudolf Weiersmüller, and Mr. Benno Heidelberger in Monor, Hungary, Mr. Peter Arbenz from Winterthur, Switzerland, founded together with Mr. Philipp Sprenger (also Winterthur) and Dr. Peter Fischer (Meilen) the Swiss Association for the Promotion of a Global Award for Democracy (GDA) in spring 2003. About 80 Swiss personalities from public life, politics, academia, business, and culture joined the association and supported the project ideationally and with their membership fees.
On the basis of a first ranking, the academic ranking team assessed the democracy progress of the covered countries, combining existing indicators with additional analysis, and simultaneously refining the academic tools.
The goal was to grant a symbolic award, in context of a major event, to those three countries that achieved the greatest democracy progress during an observation period of two years. Unfortunately, the civil society initiative was not successful in financing such an event. The initiators have therefore decided to refrain from this international award, but to publish every year on a website the results of the latest ranking, for the first time mid-2008.
The beginning has been made. I cordially thank all members of the Swiss association, particularly my two active board members Dr. Peter Fischer and Philipp Sprenger, for their longstanding co-operation. The effort was worth it.
